본 연구는 1990년부터 2024년까지 한국과 쿠바 간 인적 교류의 전개 양상과 특징을 분석했다. 언론 보도 자료를 기반으로 한-쿠바 인적 교류 사례 452건을 수집하고, 이를 시기별로 분류하여 살펴보았다. 그 결과, 양국은 오랜 기간 외교 관계가 부재했음에도 불구하고, 다양한 분야에서 인적 교류를 지속해왔으며, 그 과정에서 양적·질적인 발전이 이루어졌음을 확인할 수 있었다. 교류 분야를 경제, 문화, 사회, 정치외교로 구분해 분석한 바에 따르면, 초기에는 문화 중심의 교류가 두드러졌으나 점차 경제 및 사회 분야에서의 교류가 확대됐다. 국제정세와 양국의 정책 변화는 교류 양상에 영향을 미쳤는데, 특히 정치외교 분야 교류에서 그 영향이 두드러졌다. 본 연구는 양국 간 인적 교류 경험에 대한 분석을 바탕으로, 수교 이후 한-쿠바 인적 교류의 지속가능성과 내실화를 위한 방안을 제시했다. 구체적으로는 자율적이고 정기적인 교류 구조의 마련, 재외동포 교류의 체계화와 민간외교로의 연계, 개발협력 기반 인적 교류를 통한 경제 협력 강화 방안을 제안했다.
Abstract
This study analyzed the trends and characteristics of people-to-people exchanges between South Korea and Cuba from 1990 to 2024. Based on press reports, a total of 452 cases of Korea-Cuba exchanges were collected and categorized by period. The analysis revealed that despite the long absence of formal diplomatic relations, the two countries have engaged in various forms of exchange, achieving both quantitative and qualitative progress. By categorizing the exchanges into economic, cultural, social, and political-diplomatic sectors, the study found that in the early years, exchanges were predominantly cultural. Over time, however, interactions in the economic and social sectors expanded. Shifts in the international political landscape and domestic policy changes influenced the patterns of exchange, with particularly pronounced effects in the political-diplomatic sector. Based on these findings, the study proposed several approaches to foster more sustainable and meaningful exchanges following the normalization of diplomatic relations in 2024. These include the development of more regular and autonomous forms of exchange, the systematization of diaspora engagement linked to public diplomacy, and the enhancement of economic cooperation through development cooperation-based people-to-people exchanges.
