Abstract
This paper evaluates financial and economic cooperation in ASEAN+3(APT) established in 1998 and analyses issues relevant to the future governance system of APT. APT has played a role as a regional safety net to some extent, but with little progress in financial and economic cooperation among APT member countries. APT needs to set a goal for achieving economic and monetary integration in the region and forming Asian Union. One critical obstacle to this goal is that there are economic, political, social and cultural differences among member countries. Data show that institutional quality is highly correlated with macroeconomic performance, policy setups and economic development in APT member countries. Institutional quality of each country needs to be upgraded and its dissimilarities among countries should be narrowed down to launch Asian Union.
