지역금융협동조합의 정체성과 정부의 개입

초록

본 연구는 정부의 개입이 지역금융협동조합의 정체성에 미친 영향을 조합원 참여와 통제, 자율성 등을 중심으로 검토하려 한다. 선행 연구들에서 이 문제는 관심을 거의 끌지 못하였으나 금융협동조합의 기능이 상업적 금융기관과 차별적이라는 점에서 간과할 수 없는 주제라고 할 것이다. 정부의 개입은 협동조합의 정체성에 중요한 영향을 미쳐 왔으며 금융협동조합의 경우에는 더구나 그러한 영향이 더욱 크다고 판단된다. 한국의 경우 정부는 금융협동조합의 성장과정에 중요하고 다양한 영향을 미친 것으로 판단된다. 그것은 금융협동조합이 협동조합으로서의 정체성을 명확히 하는데 긍정적 효과보다는 부정적인 영향을 미친 것으로 보인다.

Abstract

The Korean government has exerted effects on Korean financial cooperatives, with ongoing influence. According to discussions on the relationship between government and cooperatives, these facts imply that the Korean government has had a negative impact on the identity of the financial cooperatives. Bearing this in mind, this paper aims to examine the identity of Korean financial cooperatives, paying attention to member participation, control and autonomy. Korean researchers have thus far not examined these issues, but considering that the identity of Korean financial cooperatives has been weakened and that government intervention can further weaken their identity, we cannot overlook these issues.
