목적 이 연구는 한국에서 유일한 IF 인 세계태권도연맹의 거버넌스 운영의 성과를 분석하고 개선방향을 통해 향후 세계태권도연맹이 지속적이고 좋은 평가로 굿 거버넌스를 이행할수 있는 대책을 마련하는데 있다. 방법 세계연맹 뿐만 아니라 다른 IF를 소재로 굿거너넌스의 실행부분을 참고 하였으며 굿거너번스에 관한 문헌연구 및 ASOIF 결과 보고서를 통한 선행 데이터를 분석하였다. 결과 첫째, 세계태권도 연맹은 2016년 C등급에서 시작했으나 A2등급으로 상향되었다. 둘째, ASOIF 평가 지표중 투명성에서세부지표에 맞추어 준수하고 있다. 셋째, 무결성에서 윤리강령을 준수하여 태권도의 도덕적 기준을 강화하였고, 양성평등의실현을 위해 노력하였다. 넷째, 민주성에서 체계적인 선거절차와 독립된 윤리강령, 국가협회와 긴밀한 상호 관계를 유지하고있다. 다섯째, 인도주의 및 평화구축을 위한 단체가 설립되어 다양한 분야에서 운영되고 있다. 여섯째, 독립적인 윤리위원회를운영하고 공정성을 확립하고 있다. 결론 세계태권도연맹은 태권도의 올림픽 정식종목을 위하여 IOC 의 요구사항에 맞는 지속적인 유지보수 및 관리 권한을잘 이해하고 적용하는데 집중해야 한다.
Abstract
Purpose The purpose of this study is to analyzes the performance of the governance operation of the World Taekwondo Federation through the governance evaluation report of ASOIF, and there is a need for research to prepare measures to implement continuous good governance of the World Taekwondo Federation through improvement directions.. Method A literature study was conducted and analysis of contents of good governance evaluation index and analysis of preceding data through ASOIF report Results First, the World Taekwondo Federation started with a C grade in 2016, but was upgraded to A2 grade in 2020. Second, we are complying with detailed indicators in terms of transparency. Third, adherence to the code of ethics and moral standards were strengthened in integrity. Fourth, in democracy, systematic election procedures, an independent code of ethics, and good mutual relations with the national association are maintained. Fifth, an organization for humanitarian and peace-building has been established and is being operated in various ways. Sixth, an independent ethics committee is operated and certified products are used for fairness. Conclusion As an official Olympic sport, it must adapt to the rapidly changing international situation for continuous maintenance, and administrative power must be concentrated on understanding and applying the requirements of the IOC.
