최근 철도 탈선사고의 증가와 철도안전법의 개정은 철도 안전 관리의 중요성을 강조하고 있다. 이와 함께 철도교통의 안전을 핵심으로 하는 철도교통 관제자격증명이 세분화되어 시행될 예정이다. 본 연구는 철도 자격시험 교육과정의 현행 규정의 문제점을 심층 분석하고, 이원화된 자격제도 시행 초기에 발생할 수 있는 시행착오를 최소화할 수 있는 개선 방안을 탐색한다. 연구의 목표는 철도 안전 관리의 효율성과 관제사의 전문성 강화에 기여하는 것이며, 철도산업의 안전성 향상과 신뢰도 증가를 위한 구체적인 권고안을 제시하고자 한다. 이를 통해 철도안전법 개정의 취지를 살리고, 철도 운행의 안전과 효율을 동시에 높이는 방안을 모색하고자 한다.
Abstract
The recent increase in railroad derailments and revisions to the Railroad Safety Act emphasize the importance of railroad safety management. In addition, the railway traffic control qualification certification, which focuses on the safety of railway traffic, will be implemented in detail. This study provides an in-depth analysis of the problems with the current regulations in the railway qualification test curriculum and explores improvement measures that can minimize the trials and errors that occur in the early stages of implementing the dual qualification system. The goal is to contribute to the efficiency of railway safety management and strengthening the expertise of controllers, and to present specific recommendations to improve safety and increase reliability in the railway industry. Through this, we hope to preserve the purpose of the revision of the Railway Safety Act and seek ways to simultaneously increase the safety and efficiency of railway operation.
