본 연구는 대만의 신주과학단지가 지닌 클러스터로서의 혁신요인을 분석한다. 대만 정부의 정책, 공업기술연구원(ITRI), 대학교와의 연계, 산학연 연계 시스템의 4가지 관점에서 살펴보고 신주과학단지의 배경, 특징등을 분석한다. 특히 공업기술연구원과 국립칭화대, 국립교통대, 국립대만대의 특허 및 논문분석을 통해서 연구기관과 대학과의 협력을 면밀히 연구 한다. 또한 증대되는 중국의 영향력에 대해서 대만의 신주과학단지가 협력과 경쟁 사이에서 어떤 선택을 할지를 전망해 본다. 대만의 대응방안을 공동특허 및 공동연구, 중국-대만 해협양안경제협력기본협정(ECFA), 신남향정책의 관점에서 분석한다.
Abstract
This study analyzes the innovation factors of clustering of Hsinchu science park in Taiwan. We study the government policy of Taiwan government, the Institute of Industrial Technology (ITRI), linkage with universities, and industry-university linkage system. We analyze the background, development process and characteristics of Hsinchu Science Park. In particular, we will closely study cooperation with government research institutes and universities through the analysis of patents and papers by ITRI, National Tsing Hua University, National Chiao Tung University, and National Taiwan University. In addition, we will look into how the Hsinchu Science Park in Taiwan responds to the growing influence of China on the China-Taiwan ECFA and go south policy, and see how it will affect future clusters.
