본 연구는 중국이 한국에게 투사하는 힘이 소프트파워(soft power)인지 샤프파워(sharp power)인지 사례연구를 통해 검증하는 것을 목적으로 한다. 특히, 한국의 공자학원과 유학생(재한 중국 유학생)을 사례분석 대상으로 삼았다. 원래 공자학원과 유학생은 중국의 소프트파워를 측정하는 하나의 지표였지만, 최근 중국 정부가 두 사례를 부정적인 형태로 활용한다는 의구심과 함께 관련 연구가 조금씩 등장하는바, 이 두 사례를 무엇으로 판단해야 할지 논의할 필요성이 있다. 분석 결과, 중국이 한국에게 투사하는 힘에 관하여, 공자학원은 소프트파워의 발현 수단이지만, 재한 중국 유학생은 샤프파워의 발현 수단으로 해석할 수 있다. 중국은 거대한 자본과 여러 가지 학습 자료 및 매체를 기반으로 공자학원이라는 수단을 통해 한국에 영향력을 행사하고 있다. 이와 비교하여, 중국은 재한 중국 유학생을 수단으로 삼아 두 차례의 한국 내 시위에 은밀하게 그들을 동원하여 한국에 일정 정도 영향력을 행사하였다.
Abstract
This study aims to investigate whether China projects its power onto South Korea through soft or sharp power by conducting a case study of the Confucius Institutes and Chinese international students in South Korea. While these entities were originally intended to indicate China's soft power, recent studies have raised concerns that the Chinese government is utilizing them in a negative manner, prompting a need to discuss how to evaluate their impact. The analysis indicates that the Confucius Institutes are a tool for expressing soft power, whereas Chinese students in South Korea can be viewed as a tool for exerting sharp power. China is exerting its influence on South Korea through the Confucius Institutes, which are based on substantial capital and various learning materials and media. By comparison, China has covertly mobilized Chinese students to participate in two domestic protests in South Korea.
