일본의 정보통신기반보호제도의 현황 및 시사점

Abstract

It is necessary to contribute to the improvement of citizen's lives and the enhancement welfare by facilitation utilization of information and communications networks, protecting personal information of people using information and communications services, and developing an environment in which people can utilize information and communications networks in a sounder and safe way. In Japan, the use of technology to deliver improved public services has adapted and developed in a way that could never have been foreseen in the mid-1990s. The Japan's IT Strategy supports that the strategy will enable delivery of pan-government objectives, while maintaining local control over delivery and personalisation for services that are unique to those organizations. Although the level of Information Technology(IT) and usage has already followed the advanced country's level, it still requires that the legislative system should be re-organized. An effective IT Security System also needs to be established. With this motivation as a foundation, this study will analyze the our Law about protecting Information and Communications Network Utilization and seek ways to improve the Acts.
