Abstract

The excavation site of archaeological heritage has some differences in risk factors or risk intensity depending on the spatial constraints or topographical characteristics of the area to be investigated, and there is a vulnerability that leads to a serious accident in case of safety accidents. However, so far, the policy and system of archaeological heritage have focused considerably on improving the quality of excavation surveys and reports, and strengthening the expertise and ethics of professionals, while policy promotion and efforts to improve the environment have been insufficient. Currently, various social public opinions are being formed on the prevention of industrial accidents and safety accidents, maintaining and promoting workers' safety and health, and securing safety rights, and the environment is rapidly changing, such as strengthening institutional and legal devices for industrial safety and health. In order to promote safety and health at the excavation site of archaeological heritage and prevent disasters, it is necessary to develop a reasonable standard safety construction method and work method suitable for the characteristics and conditions of the excavation investigation, as well as a safety and health management system or manual, and to establish governance of a public-private partnership system continuous policy development and strategy seeking are essential. In addition, in order to prevent disasters at the excavation site and establish and induce a safety and health culture through implementation and observance of obligations stipulated by laws and regulations related to archaeological heritage and other laws, Reasonable institutional improvement should be fundamentally supported.
