혼종, 효용, 균열: 중국 광동 지역 국가 주도 사회건설에서 사회공작(사회복지)의 역할과 함의

본 연구는 2000년대 중반 이후 중국 당-정부가 ‘경제건설’에 따른 각종 사회 ‘문제’에 대응하기 위한 방안으로 추진하고 있는 ‘사회건설’ 과정에서 신생 제도인 사회공작(사회복지)이 어떤 역할과 함의를 갖는가를 분석한다. 정부의 서비스 구매를 통해 이루어지는 사회공작은 당-정부 직능의 분산과 통치권력의 재집결이라는 이중의 과업을 동시에 수행함으로써 사회건설을 국가건설의 일부로 통합시키는 기제가 되었다. 연구자는 중국 사회공작 역사에 관한 담론 분석과 광동성 선전 폭스콘 공장지역에서 전개되는 사회공작 활동에 관한 개인 현지조사, 광동성 사회건설 과정에 관한 공동조사 자료를 바탕으로 사회공작이 사회건설과 맺는 관계를 혼종성, 효용성, 균열성의 관점에서 분석했다. 사회주의 중국에서 자본주의로부터의 수입물에 정당성을 부여하는 역사기술 작업은 혼종성을 낳을 수밖에 없지만, 당-정부는 목전의 사회문제를 완화시키기 위한 가시적인 처방의 하나로 사회공작의 제도화를 적극 추진했다. 사회공작이 정부와 맺는 긴밀성은 학계에서는 사회공작의 ‘오용’으로 비판받기도 하나, 당-정부의 관점에서 보자면 전문적 훈련을 거친 청년 사회공작자들을 기층 사회건설 과정에 다목적으로 동원한다는 점에서 사회공작의 ‘효용’으로 간주될 수 있다. 연구자는 이러한 ‘효용’이 국가-사회 간 공생의 실례라기보다 외지 출신 대졸 청년들의 강제된 유동성과 불안정한 노동조건을 이용하고 재생산하는 구조적 착취의 산물임을 주장한다. 주류 사회공작 환경에서 벗어나 노동 NGO에서 정당한 노동의 의미와 권리를 추구하는 소수 사회공작자들의 사례는 국가 주도 사회건설 프레임에 균열을 드러내며, 사회건설이 어떤 사회를 지향하는가, 누가 사회를 건설할 것인가에 대한 성찰적 질문을 제기하고 있다.
Abstract
In this article, I examine how social work functions in the state-led project of “social construction” (shehui jianshe), which has emerged as a response to growing social inequality and insecurity since the mid-2000s. Operated through the government’s contracting out services, the mainstream social work in Guangdong has become a unique mechanism for incorporating the building of society into nation-building processes by accomplishing a double mission to disperse state functions and re-articulate state power. Based on discursive analysis and ethnographic fieldwork, I explore the location of social work in the project of “social construction” in terms of hybridity, utility, and cleavage. Although scholarly work to historicize an import from capitalism in the socialist country remains hybrid and elusive, the party-state has recently spurred the in- stitutionalization of social work while highly appreciating it as a visible prescription to alleviate social problems. Many scholars have criticized the intimate relationship between social work and state governance, arguing that the first is “misused” by the latter. In the perspective of state agents, however, such a linkage proves the actual “utility” of social work in that they can mobilize the educated and trained youth with multiple purposes in local practices of building society. My argument is that this alleged utility is not so much indicative of the symbiotic relationship between state and social sectors as buttressed by and reproducing the forced flexibility and precarious labor condition of young college graduates who are mostly from the countryside. Though few in numbers, social workers who seek alternative ways of doing social work produce cleavage in the project of “social construction,” seriously asking what kind of society it intends to build and who are (not) qualified to build society.
