Abstract
This article aims to apply the analytical hierarchy process(AHP) method in the case of Government-licensed Business System under the action of the collection of national taxes and to discuss its methodological usefulness for legislative impact analysis(Gesetzfolgenabschätzung). The legislative impact analysis is mainly based on the measurement and quantification of the cost and benefit of an act. However, in the practice, it is not always possible to quantify the socio-economic impact of an act for various reasons and furthermore, a normative evaluation is also necessary in the legislative debate. This paper examined the usefulness of the AHP which helps to reach a quantitative generalization by puting together different opinions regarding the pros and cons of an act. This paper dealt with the case of Government-licensed Business System which withdraws business licenses for those who neglect to pay national taxes. An empirical survey among five experts from ministries, university and national tax administration showed that the current Government-licensed Business System should be maintained, supplemented, and abrogated with the weight of 0.281, 0.536 and 0.183 respectively. This way of translation of individual opinions into quantitative terms is to verify the usefulness of AHP method as a rational decision making technique for the legislative impact analysis.
