중국의 새로운 의제설정 방식의 등장과 공론장의 변화

본 논문은 중국의 정책 아젠다 셋팅 모델에 나타나는 변화를 통하여 중국 공론장의 새로운 정치적 가능성과 함의를 찾고자 한다. 중국적 특징을 보여주는 가장 전형적인 아젠다 셋팅 모델은 정책 아젠다 셋팅이 정부에 의해 주도되는 하향식 모델로 폐문모델과 동원모델이다. 그러나 2000년대 들어와 공공지식인의 등장, 독립적 비판적 언론의 영향력 증대, 인터넷 매체의 발전으로 인한 대중의 참여 증대 등의 요인으로 제도 밖에서 아젠다 셋팅에 개입하고 주도하는 대중압력형 모델이 등장하였다. 이러한 새로운 현상은 2003년 쑨즈강 사건과 2012년 탕후이 사건이라는 두 사례에 분명하게 나타나고 있다. 두 사건은 기존의 하향식 정책 아젠다 셋팅 모델과 달리 제도 밖에서 아젠다가 제기되어 정책 아젠다로 채택된 상향식 모델의 분명한 양상을 보이고 있다. 중국의 강한 국가-약한 사회의 구조가 여전히 유지되고 있으며, 정부의 여론 통제와 탄압의 강도와 방식이 여전히 강도높고 보다 세련된 방식으로 전개되고 있다는 한계에도 불구하고 중국 공론장에 나타나는 정치적 가능성은 지속적으로 주목하고 분석해야 할 과제이다.
Abstract
This paper aims to find new political possibilities and connotations of Chinese politics through the changes in China’s policy agenda setting models in China. The most typical Policy Agenda Setting model for the Chinese character is the top-down model–closed door model and mobilization model Which set by the government. However, in the 2000s, popular pressure model emerged from the outside of the public institute system. The new phenomenon is clearly evident in the two cases, Sun Zigang Case in 2003 and tanghui case in 2012. Unlike the existing top-down policy agenda, these two incidents have emerged as a clear aspect of the bottom-up model, which has emerged as a policy agenda. China's strong and weak society still persists, and it remains to be seen in China and the government's control on public opinion still strong. but Political possibilities of cinese public sphere appearing in Chinese politics are ongoing research needs to be continued.
