한․중 FTA를 통한 한중 산업단지 활성화 방안: 한중(옌청)산업단지를 중심으로

한국과 중국 양국은 FTA 이익을 확대시키기 위하여 한․중 FTA 협정문에 한중산업단지 설립에 관한 조항을 포함시켰고, 2015-2016년 양국은 통상 장관회의와 국장급 협의회를 통하여 활발하게 산업단지 활성화를 위한 협력 방안과 이에 대한 구체적인 내용에 대해 합의하였다. 그러나 2017년 사드로 인한 경색국면이 지속되면서 한중산업단지에 대한 추가적인 협의가 진행되지 않았으나 문재인 대통령 방중 이후, 중국 국무원 비준을 받아 한중산업단지 건설이 정식으로 승인됨에 따라 앞으로 한중산업단지에 대한 양국의 협조가 적극적일 것으로 예상된다. 이에 본 논문은 한․중 FTA를 통한 한중 산업단지 활성화 방안을 연구하는데 목적을 두고 있다.
Abstract
The Republic of Korea and the People’s Republic of China included a provision in the Korea-China free trade agreement (FTA) regarding the establishment of a Korea-China industrial park in order to expand the benefits arising therein. Both countries agreed on cooperative actions to actively promote the industrial park through ministerial and director-level trade meetings in 2015 and 2016. However, as the relationship between both countries has been strained since 2017 due to tensions surrounding the deployment of Terminal High Altitude Area Defense (THAAD), there has been no further discussion on the industrial park. After President Moon Jae-in visited China, the State Council of the People’s Republic of China ratified and officially approved the construction of the Korea-China industrial park, and accordingly, it is expected that both countries will be more active in cooperating with one another regarding the park. In this context, this paper aimed to examine practical measures to promote the Korea-China industrial park through the Korea-China FTA.
