The contamination of the ocean is serious at a degree which is a contamination of the ocean recently. Speculation of the waste from the various vessel and the petroleum oil and lubricants which the tanker etc vessel are caused by specially in accident. Also the industrial facility is crowded in the coast. because the metropolis will be more serious cause of sea contamination. Like this the prevention countermeasure of the Marine Oil Pollution was investigated from the IMCO and in the 1954 'The international treaty for the seawater taint prevention' was established. The material which is discharged from the vessel specially the case Marine Oil Pollution from petroleum oil which is dividing operational discharges and accidental discharges by the collision of tanker. Operation exhaust more regulates compares with the compensation of contaminated damage, and relates with regulation and violate action. On the other hand about reduction the contaminated damage which is serious contaminated from the outflow which is enormous the outflow. Like this case the problem which is legal relates with a compensation mainly about contaminated damage. Consequently the sample from, related with the damage and a compensation of sea contamination and tried to observe the instance of the inside and outside of the country. And investigated to the oil contaminate compensatory damage act, and presented the problem point and improvement program.
