본 글에서는 전후 70주년을 맞이하여 러-일간 영토협상: 무승부를 통한 해결방법은 있는가를 분석하고자 한다. 전후 지금까지 러-일은 평화조약을 체결하지 않은 상태이다. 또한 러시아가 실효지배하고 있는 영토문제로 인해 양국간 협력 발전에 걸림돌이 되고 있다. 이 글에서 3가지 측면에서 중점을 둘 것이다. 첫째, 현재까지 양국간 주요 합의 문서 등에서 나온 영토교섭 관련 타협안을 살펴본다. 둘째, 무승부에 대한 러-일의 입장과 무승부로 해결 할 수 있는 것들을 분석한다. 셋째, 양국의 이익균형과 상호수용 가능한 타협을 토대로 합리적인 해결방안이 있는지 고찰하고자 한다. 푸틴이 제시한 무승부로 해결하기 위해서 러-일 양국은 지도자간 긴밀한 정치대화를 통해 신뢰관계를 구축하고, 경제협력 등 전반적인 분야에서 양국관계를 전략적 동반자관계로 발전시켜야 한다. 이러한 상황 속에서 양국은 상호이익의 원칙을 토대로 건설적인 해결책을 찾는데 적극적인 실천의지를 보여야 할 것이다. 한편으로 현안인 영토문제를 해결하는 것이 모두의 이익이 된다는 것을 인식할 수 있도록 양국 국민들을 설득하는 것도 중요하다. 결국 양국이 마련한 타협안으로 양국 지도자의 정치결단이 이 문제를 해결하는 유일한 방안일 것이다.
Abstract
This paper examines the territorial negotiation between Russia and Japan: Are there any solution to take a compromise with no apparent winner or loser. Russia and Japan marking the 70th anniversary of the end of the World War II does not sign the peace treaty due to discord of resolving the territorial dispute. Also both sides have a major obstacle for the development of the two nations because Russia has controlled the disputed islands since World War II. This paper focuses on the three aspects. First, I examine the compromise proposal of key documents relating to the territorial negotiation between both sides after the war. Second, I also analyze the position and solution between Russia and Japan in respect of the Putin’s suggestion of no winner or loser. Finally, I consider reasonable and acceptable compromises on the basis of a balance of bilateral interests. For resolving the territorial dispute with Putin’s the suggestion, Russia and Japan have established trusting relationships through close political dialogues, must have a strategic partnership in an entire field of including economic cooperation. Under the circumstances, the both sides will show thrustful will of action to find a constructive solution on the basis of principle of mutual interests. On the other hand, it is important to persuade people in the both countries for the solution of the territorial issue that is of mutual benefit to both sides. eventually, political decision of both leaders is only way to resolve the issue with the compromise proposal prepared by both government.
