사전정보공표제도의 합리적인 운영을 위한 개선방안 연구

현 정부는 정부 3.0을 표방하고 공공기관이 보유한 정보를 국민들이 이해･접근･활용하기 쉽도록 가공하여 사전에 적극 공개하는 사전정보공표제도를 강화하고 있다. 본 연구는 기존 민원제도의 분석기준 등을 바탕으로 사전정보공표 분석의 틀을 설정하여 설문 및 인터뷰를 실시, 사전정보공표 제도의 문제점을 분석하였다. 그 결과 법･제도에서는 사전정보공표 조직의 집권화의 문제, 운영관리에 있어서는 기관장의 추진의지 및 인력과 조직의 미흡, 사후관리에 있어서 성과관리와 모니터링체계, 모니터링 경과의 환류체계, 보상 및 교육훈련의 유인체계에서 전반적으로 문제점이 나타났다. 따라서 사전정보공표제도의 활성화를 위해서는 사전정보공표에 대한 기관장의 관심 유도 및 조직과 인력체계 개선, 성과관리의 개선을 통한 인센티브 등 유인체계의 개선과 교육훈련의 실질화 등의 전반적인 개선을 실시해야 할 것이다.
Abstract
The current government claims to stand for Government 3.0, so it intensifies the advanced information announcement system which tries to positively disclose the information owned by the public institution beforehand by processing it so as for people to understand, approach and utilize with ease. This study, by establishing the analyzing frame of the advanced information announcement on the basis of the analyzing standard of existing civil affairs and so on, has executed a survey, investigating the problems of Advanced Information Announcement System. As a result of it, we've found the comprehensive problems including the centralized organization of advanced information announcement in law & institution, the organization chief's unsatisfactory will to carry forward and insufficient human resources & organizations in the operational management, the performance management & monitering system in ex post facto management, the feedback system of monitering process, and the inducing system of compensation & educational training. Therefore, for the purpose of activation of advanced information announcement system, we need to draw the institution head's attention to the advanced information announcement system as well as upgrade the organization and the HR system, improve the inducing system such as incentives through the improvement of performance improvement including the comprehensive improvement like actualization of educational training.
