스페인의 탈중앙화된 ODA 정책: 카탈루니아 사례를 중심으로

이 글은 OECD 회원국 중 가장 큰 지방정부의 ODA 비율로 탈중앙화된 ODA를 특징으로 하는 스페인이 원조분절화를 해소하기 위해 추구하는 정책적 노력들을 살펴보고 원조분절화 극복을 위한 효율적 메커니즘의 가능성을 제시하는 것을 목적으로 한다. 이 연구는 이를 위해 네트워크 거버넌스 개념이 작동할 수 있는 세 가지 분석 요인(행위자 간 공유된 목적과 신념, 자원의존 및 교환, 거래비용 감소와 촉매자의 역할)을 스페인 중앙정부 차원과 ODA 규모가 독보적으로 큰 카탈루니아 지방의 사례에 적용하였다. 네트워크 거버넌스 개념은 다양한 행위자에도 불구하고 네트워크에 참여하는 각 행위자들의 상호주의적인 신뢰관계를 토대로 각 행위자의 전문성을 효율적으로 사용할 수 있다는 것을 기반으로 한다. 따라서 지방정부의 ODA 참여 확대는 원조분절화 문제를 야기할 수 있지만 한편으로 중앙정부와의 효율적인 업무 조정과 관리체계 구축을 통해 원조 중복을 극복할 수 있다는 주장을 뒷받침해준다. 스페인의 경우 중앙정부와 지방정부 차원에 각각의 원조 조율 체계를 구축하였고 특히 카탈루니아 지역 사례를 통해 중앙정부 차원의 원조 원칙과의 일관성 등을 확인할 수 있었다. 다만 자원의존 측면에서 예산 자율성을 확보하고 있는 스페인의 지방정부는 ODA 분야에 있어서도 독자적인 정책 수행의 유인을 갖는다고 볼 수 있다.
Abstract
This research examines the policy efforts promoted by Spain, the country with the highest ratio of ODA provided by the local government, to solve the segmentation of its aid programs. Thus, it aims to present possibilities for an effective mechanism to overcome this problem. To achieve this goal, this research applied three factors of analysis(shared goals and beliefs among policy actors, dependence on resources and exchanges, reduction of transaction costs) through which the notion of network governance could operate to the case of Catalonia, where the size of the local government and ODA amount is distinguishably huge. Network governance is a concept that is grounded on the belief that respective actors' expertise can be effectively used based on the mutual trust relationship among the actors who participate in the network, despite their differences of interest. As a result, the expansion of ODA by the local government can cause segmentation of aid programs, but supports the idea that the overlapping of aid programs could be overcome through efficient coordination of the programs and the establishment of a effective management system. In Spain's case, the central government and local government respectively established their own aid coordination system. In particular, the local government's consistency with the aid principles of the central government could be identified with Catalonia's case. But Spain's local government can be seen as having an incentive to independently execute policies in the ODA sector as it maintains budget autonomy in terms of resource dependency.
