Abstract

The number of Afghan refugees residing in Tajikistan is estimated to be around 10,000. Initially, the Tajik government showed a relatively lenient attitude toward them, but over time, its stance has become increasingly strict, including measures such as detention and deportation. This shift in policy appears to be influenced by the implicit or, at times, explicit opposition of Russia, China, and Central Asian countries such as Uzbekistan, which are concerned about the potential spread of Islamic fundamentalism through the influx of refugees. Furthermore, Tajikistan’s economic challenges exacerbate the difficulties faced by these refugees. First, Tajikistan faces a severe shortage of jobs, and refugees, in particular, are unable to reside in the capital, where relatively more job opportunities exist. Moreover, lacking citizenship makes it extremely difficult for them to find employment. Second, Tajikistan’s widespread corruption negatively affects refugees’ ability to engage in economic activities such as self-employment, making their integration even more challenging.
