Abstract

Amid the global polycrisis triggered by the intensifying U.S.–China technological rivalry and geopolitical tensions, the neoliberal paradigm has waned, prompting a resurgence of state intervention through the emergence of the “New Industrial Policy.” Unlike traditional industrial policies that centered on latecomer “catch-up” strategies, today’s policies emphasize economic security—focusing on supply chain resilience, technological sovereignty, and national security. This study examines the divergent evolutionary trajectories of East Asia’s developmental state model by comparing China’s National Development and Reform Commission (NDRC) and Taiwan’s National Development Council (NDC) through a comparative institutional and historical-institutionalist lens. The study posits that the two institutions embody distinct state models: an “authoritarian state–mobilizational model” in China and a “democratic state–coordinative model” in Taiwan. Integrating historical institutionalism, comparative institutional analysis, and policy network theory, the research reveals that the NDRC, rooted in the Soviet-style planned economy, evolved into a top-down mobilizational apparatus where the state defines economic objectives and centrally allocates resources—manifesting a hub-and-spoke policy network. Conversely, the NDC, shaped by U.S. aid administration and the development of a market economy, emerged as a horizontal coordinating body that formulates and harmonizes policies through close collaboration with the private sector, forming a dense mesh network connecting government, academia, and industry. The findings suggest that the fundamental divergence between the NDRC and NDC reflects the path-dependent institutional legacies ingrained in their respective political systems. As U.S.–China technological competition and geopolitical pressures deepen, China is expected to further consolidate its state-mobilizational model under the banner of “new-quality productive forces,” while Taiwan will likely refine its state–market coordination to reinforce its so-called “silicon shield.” The institutional evolution of these two development agencies thus offers critical insights into the shifting configuration of state–market relations in the 21st-century global political economy.
