Abstract

This study provides a comprehensive analysis of the introduction policy for the digital ruble, the Central Bank Digital Currency (CBDC) of the Russian Federation, examining its background, objectives, characteristics, economic impacts, and implementation prospects. Initially, the digital ruble project was conceived with the objectives of enhancing payment system efficiency and improving financial accessibility, aligning with the global trend of financial digitalization. However, the nature and purpose of the digital ruble fundamentally shifted following the imposition of severe Western economic sanctions after Russia’s 2022 invasion of Ukraine. Consequently, the digital ruble has been redefined beyond a mere payment instrument into a pivotal geopolitical tool aimed at securing financial sovereignty, advancing de-dollarization, and circumventing sanctions. The study confirms that the digital ruble possesses significant economic potential, including reduced transaction costs, the application of smart contracts, and increased efficiency in cross-border payments. Nevertheless, the project faces complex barriers impeding its mass adoption, including skepticism from major financial institutions, low public receptivity stemming from privacy concerns, and critical interoperability challenges arising from international isolation. In conclusion, while the digital ruble is a strategic project for Russia's financial independence, its successful implementation is a long-term prospect, contingent upon resolving the multifaceted challenges of establishing the necessary technological infrastructure, building social trust, and securing international cooperation.
