해외 주요국 중앙은행 디지털 화폐(CBDC) 전략 비교분석 및 정책적 시사점: 중국과 미국을 중심으로

각국의 중앙은행이 디지털화폐(CBDC) 전략은 국가의 지배구조에 따라 서로 다른 양상을 보이고 있으며, 이들 간의 경쟁의 결과가 향후 새로운 금융생태계를 구성할 수 있기 때문에 그에 대한 대비가 필요하다. 본 연구에서는 해외 주요국에서 실시하고 있는 CBDC 전략을 비교분석하여 향후 우리나라에서 발행될 CBDC에 대한 정책적 시사점을 도출하고자 한다. 이를 위해 CBDC를 주도하면서도 국가의 지배구조가 상이하며, 세계 금융 정책에 영향력을 갖고 있는 중국과 미국을 비교대상국가로 선정하였다. 분석결과 서구지역의 CBDC는 시대가 요구하는 금융서비스 제공에 초점이 맞추어진 반면, 중국의 CBDC(DCEP)는 중앙화된 국가 주체의 존립기반을 공고히 하려는 패권추구의 목적이 뚜렷한 것을 볼 수 있었다. 우리나라와 같이 대외 의존도가 높은 경제는 변화추세에 뒤쳐지지 않기 위해서라도 중국과 미국 등 해외 주요국의 CBDC 진전 과정과 국제통화 질서의 변화를 선제적으로 검토하고 대응할 필요가 있다.
Abstract
The central bank's digital currency (CBDC) strategy of each country shows different aspects depending on the country's governance structure, and the result of competition between them may constitute a new financial ecosystem in the future, so it is necessary to prepare for it. This study compares and analyzes CBDC strategies implemented in major overseas countries to derive policy implications for CBDC to be issued in Korea in the future. China and the United States, which are leading the CBDC, have different governance structures and have influence on global financial policy, were selected as target countries for comparison. As a result of the analysis, it can be seen that the CBDC in the US was focused on providing financial services required by the era, while the CBDC(DCEP) in China had a clear purpose of pursuing hegemony to solidify the foundation for the existence of a centralized state entity. In order to keep up with the trend of change in an economy that is highly dependent on external sources like Korea, it is necessary to preemptively review and respond to the progress of CBDC in countries around the world, such as China, the United States to react the changes in the international monetary order.
