초록

본 연구는 다문화사회로의 전개과정에서 중요한 문제로 등장한 정책적 의제의 하나인 다문화와 집단정체성의 긴장관계에 초점을 맞추어 4개국 교차국가사례 비교분석을 시도하고, 이주․사회통합정책의 과제와 방안을 도출하는 데 그목적이 있다. 이를 위해 우선 비교분석의 방법론적 분석틀에 관하여 기술하고,이어서 4개국 교차국가사례 비교분석을 실시하였다. 특히, 본 연구에서 이하의네 가지 사항에 초점을 맞추었다. 첫째, 이주․사회통합정책에 관하여 최대유사체계분석기법(MSSD)을 적용하여 4개국(독일․프랑스․미국․캐나다)에 대한 교차국가사례 비교분석을 실시하였다. 비교분석을 위한 기초자료로서 이주․사회통합정책지수(MIPEX)를 활용하였다. 둘째, 다문화사회에서 요청되는 이주․사회통합정책의 제도화 및 실행을 위해 정책영역별로 적절한 정책적 과제와 접근방안을도출하고자 시도하였다. 셋째, 이주․사회통합정책과 관련된 정부기관, 민간기업,시민단체, 학계의 전문가로 위원회를 구성하여, 이주․사회통합정책지수(MIPEX)라는 제도적 틀 속에 진입할 수 있는 토대 구축을 모색하였다. 마지막으로, 외국사례를 도입 및 전이 시, 각국이 처한 역사적․지리적․사회적 상황과 여건을 고려해야 하며, 타당성․적절성․실현가능성의 측면에서 장단점, 비용편익분석, 의도하지 않은 결과의 예측 등에 대한 사전대비를 실시하여야 할 것이다.

Abstract

The purpose of this paper is to share the results of a study that focused on the cross-state-case comparative analysis on the four states (America,Canada, Germany, France) regarding migrant integration policy in order to derive the appropriate tasks and approaches for migrant integration policies on a relatively general level. In such a context this article deals with the following themes: description about the basic methodological framework for a comparative analysis, process and content of the cross-state-case comparative analysis on the abovementioned four states, and presentation of the result and its application by seven policy domains or strands. The bottom line of this paper can be formulated as follows: In this study the authors have tried to analyze the migrant integration policies in four countries from a comparative perspective based on the MSSD (the most similar systems design) especially by using the given result of MIPEX (migrant integration policy index) as a basic data. The consequences of this comparative analysis are a list of tasks and approaches in seven policy domains or strands (i. e. labour market mobility, family reunion for foreign nationals, education, political participation, long term residence, access to nationality, and anti-discrimination), which we have to consider as useful and relevant variables for institutionalization and implementation of a future migrant integration policy.
