프랑스에서 문화권은 문화소외(Exclusion culturelle)를 방지하고, 문화 정체성(Identite culturelle)에 대한 존중을 받지 못하는 사람들을 보호할 뿐만 아니라 문화 정체성 구축에 필요한 문화자원을 보장 받을 수 있는 시 민의 기본권으로 간주되고 있다. 프랑스에서 시민들의 문화권(Citoyennete culturelle)은 문화생활에 참여할 수 있는 모든 사람의 권리에 대한 광범위 한 개념으로 사용되고 있다. 문화권 보장 측면에서 문화패스(Pass Culture)는 개인의 문화 정체성 성 립에 기여, 문화생활에 대한 접근 및 참여를 보장하는 측면에서 시민의 권 리를 보장하고 하는 정책이자, 청소년들의 문화접근에 있어서의 가장 큰 제약조건인 비용 문제를 해결하기 위한 정책이다. 본 연구는 프랑스 문화패스의 사례를 살펴보고, 국내의 실정에 비추어 의미 있는 시사점을 도출하는 데 그 목적이 있다.
Abstract
The In France, the right to culture is considered a fundamental right of citizens to prevent exclusion culturelle, to protect those whose cultural identity is not respected, and to ensure that they have access to the cultural resources necessary to build their cultural identity. In France, the citizen's cultural right (Citoyennete culturelle) is used as a broader concept of everyone's right to participate in cultural life. In terms of guaranteeing the right to culture, the Pass Culture is a policy that guarantees citizens' rights in terms of contributing to the establishment of an individual's cultural identity, ensuring access to and participation in cultural life, and addressing the issue of cost, which is the biggest constraint for young people's access to culture. This study aims to examine the case of the French Cultural Pass and draw meaningful implications in light of the Korean situation.
