우리나라 자원순환 정책수단 유형의 특징 및 변화:“제1차 자원순환기본계획(2011-2015)”과“제1차 자원순환기본계획(2018-2027)” 비교를 중심으로

우리나라는 2000년대 중반부터 자원 투입 최소화, 폐기물 발생 감량 및 발생한 폐기물 적정 처리, 재활용과 재사용 확대를 내용으로 하는 자원순환 정책을 추진해 왔으며 이를 정책과제들은 “제1차 자원순환기본계획(2011-2015)”과 “제1차 자원순환기본계획(2018-2027)”에 망라되어 있다. 본 연구는 그동안 시도되지 않았던 정책수단론의 관점에서 우리나라 자원순환 정책의 특징과 변화를 분석했다. 본 연구에서는 Vedung(1998)이 제시한 정책수단 유형분류를 활용해서 자원순환기본계획에 포함된 정책수단들을 분류하고 생산-소비-관리-재생의 자원순환 단계별로 특징과 변화를 분석했다. 분석 결과 “제1차 자원순환기본계획(2011-2015)”에서는 정책수단의 반 이상이 재생단계에 집중되어 있었으나 “제1차 자원순환기본계획(2018-2027)”에서는 생산과 소비단계의 정책수단들이 대폭 늘어난 것을 확인할 수 있었다. 정책수단의 유형별로는 두 계획 모두 정보･설득 정책수단이 가장 많이 활용되고 규제 정책수단이 가장 적게 사용되고 있었다. 본 연구에서는 향후 생산 및 소비단계에 대응하기 위한 다양한 정책수단 활용이 필요하고, 좀 더 직접적으로 순환경제로의 전환을 유도할 수 있는 정책수단 활용이 확대될 필요가 있다는 점을 시사점으로 제시했다.
Abstract
South Korea has implemented a resource circulation policy since the mid-2000s. The 「1st Resource Circulation Master Plan(2011-2015)」 and the 「1st Resource Circulation Master Plan(2018-2027)」 encompass over a hundred nationwide resource circulation policy instruments. This study categorizes the policy instruments in these two plans according to Vedung(2010)’s policy instrument typology, comparing the characteristics of two plans, and examining the changes in policy instruments between them. This study found that the 「1st Resource Circulation Master Plan(2011-2015)」 primarily focused on resource recycling phases, with a relatively small number of policy instruments in the Production and Consumption phases, most of which were information policy instruments. However, the Production and Consumption phases became much more prominent in the 「1st Resource Circulation Master Plan(2018-2027)」 compared to the previous plan, and the proportion of Regulation and Economic Incentive policy instruments increased significantly. Despite this shift, information policy instruments remain the most numerous in South Korea. This study suggests that this is due to resource circulation being a new policy agenda in South Korea during 2010s, leading the government to focus primarily on the least compulsory policy instruments.
