낙후지역 개발정책의 대상적확성에 관한 연구

본 연구의 주된 목적은 낙후지역 개발정책들의 대상적확성을 분석하는 있다. 이를 위해 개발촉진지구 지원사업, 성장촉진지역 지원사업, 지역활성화지역 제도에 관한 법률 및 정책자료 검토를 통해 정책목표에 부합하게 정책대상의 지정요건이 설정되었는가를 분석하였고, 각 정책별로 설정된 세부 지정지표별･지역별 수치 측정 결과와 실제 선정 결과의 차이를 비교함으로써 각 정책의 목표에 부합하도록 그 대상이 적정히 선정되었는가의 여부를 검증하였다. 분석 결과 경제적 측면의 개발수준에 치중한 지표 선정, 적시성 있는 자료의 확보가 어려운 산출방식의 선정, 법률상 규정된 대상지역을 배제하는 등의 문제점이 있는 것으로 나타났으며, 지정요건을 충족함에도 불구하고 대상에서 배제된 지역과 지정요건을 충족하지 못함에도 불구하고 대상으로 지정된 지역이 있는 것으로 나타나서, 낙후지역 개발정책들은 수직적 대상적확성과 수평적 대상적확성에 모두 문제가 있는 것으로 평가되었다. 따라서 향후 낙후지역 개발정책들의 대상적확성을 확보하기 위해서는 개별 지표별 수치와 각 지표로 구성된 영역별 수치, 이들의 종합지수에 대한 복합적인 검토가 이루어져야 하고, 각 지역의 여건을 고려한 차별화된 지원정책이 설계･시행되어야 할 것이다.
Abstract
The main purpose of this study is to analyze the target accuracy of development policies for underdeveloped regions. For this, we analyzed whether the designation requirements for policy targets on development promotion zone support projects, growth promotion zone support projects, and regional revitalization zone systems were set in line with the policy goals, and compared the results derived from numerical values for indicators used in each system and the actual designation results. The results show that there were problems such as selecting indicators that focused on the level of development in the economic aspect, selecting a calculation method that made it difficult to secure timely data, and excluding target areas stipulated by law. Furthermore, despite meeting the designation requirements, there were areas excluded from the target, and there were areas designated as targets although they did not meet the designation requirements. Therefore, the development policies for underdeveloped areas were evaluated as having problems in both vertical and horizontal target accuracy. In order to ensure the target accuracy of development policies for underdeveloped regions, a complex review must be conducted on the figures for individual indicators and their comprehensive index, and differentiated support policies that consider the conditions of each region should be designed and implemented.
