국가적 의제인 지속가능발전목표를 실천하기 위하여 지방정부의 책무가 법제화되었다. 시행 초기 지방정부 공무원의 인식 조사를 통해 성공적인 지속가능발전 정책의 이행을 위해 집중적으로 개선해야 할 정책집행요인이 무엇인지 분석하였다. 전통적 IPA 모형과 The Locus for Focus 모형을 적용하여 비교하였으며, The Locus for Focus 모형이 전통적 IPA 모형을 보완하는 것으로 볼 수 있었다. 분석 결과, ‘집중’적인 개선이 필요한 공통 요인으로 집행변수 가운데 인력과 정보, 예산, 환경맥락적 변수 가운데 지역 경제적･사회적 수용성이 도출되었고, 추가적으로 집행 조직 및 집행 제도가 갖추어질 필요가 있는 것으로 나타났다. 지속가능발전에 관한 지방정부 공무원의 전반적인 정보 부족이 실제 필요한 수준 이상의 인력과 예산에 대한 요구로 표출될 수 있으므로, SDGs에 대한 정보 제공과 각자의 업무 관련성에 대한 인식 개선이 최우선적으로 이루어져야 함을 제안한다. 더불어, 지속적인 재정적 지원을 위하여 지방의회 의원과 지방자치단체장의 장기적 시각에서의 지속가능발전에 대한 이해가 요구된다.
Abstract
This study explores and prioritizes key policy implementation factors essential for the successful execution of sustainable development policies at the local government level. Using a perception survey of local government officials, the traditional Importance-Performance Analysis (IPA) model and the Locus for Focus model were applied to identify areas requiring targeted improvement. The findings emphasize the need for improved access to information, personnel, and budgetary resources, along with the establishment of institutional frameworks and organizational structures. Additionally, local council support and regional socioeconomic acceptance are identified as critical but insufficiently addressed factors. The results suggest a need for structured information provision and increased awareness, as a lack of awareness among local government officials regarding the SDGs may lead to excessive resource demands. The study also underscores the importance of long-term political commitment from local council members and municipal leaders to ensure sustained financial and institutional support for sustainable development initiatives.
