초록
China is the country with the highest North Korean migrant population, estimated at up to 100,000. With the widely-known human rights violations inflicted on those who are repatriated, the international human rights community has urged the Chinese government to the principle of non-refoulement, though without success. However, as China's principal interests lie in economic development and social stability so as to support the continued rule of the Communist Party, acceptance of North Korean refugees may hold more costs than benefits. While the paper scrutinizes the internal policies of China and the challenges in changing the stance of the Chinese government, it gives policy suggestions.
Abstract
China is the country with the highest North Korean migrant population, estimated at up to 100,000. With the widely-known human rights violations inflicted on those who are repatriated, the international human rights community has urged the Chinese government to the principle of non-refoulement, though without success. However, as China's principal interests lie in economic development and social stability so as to support the continued rule of the Communist Party, acceptance of North Korean refugees may hold more costs than benefits. While the paper scrutinizes the internal policies of China and the challenges in changing the stance of the Chinese government, it gives policy suggestions.
