Analyses of the First to the Third National Human Right Plans of Action (NAP) and Future Tasks— Focused on North Korean Human Rights

The paper looks into the organization of the National Action Plans on Human Rights and the Human Rights NAP Recommendations from the first to the third periods, and reorganizes and analyzes the recommendations and basic plans on human rights in North Korea. Based on the analyses, the paper comes up with proposals on the fourth human rights NAP establishment. The study finds the status of human rights in North Korea in the Human Rights NAP is significant in that it enables North Koreans and North Korean defectors to have the right to pursue happiness with human dignity and value. According to the first to the third Human Rights NAP analyses, the paper suggests the followings for establishing Human Rights NAP in the field of North Korean human rights; A substantial humanitarian assistance for North Koreans considering the effects of climate and ecological changes, Amendment and implementation of North Korean Human Rights Act, Increase of support for vulnerable groups of children and the elderly North Korean defectors, and connecting the educations of unification and human rights.
