Abstract

In the era of the 4th industrial revolution, it is important to analyze the objective reality of technological regulation affecting the innovation of Small and Medium Enterprises (SMEs) that lead new technologies and new industries. In addition, SMEs’ subjective perceptions regarding technological regulation need to be explored. Thus, this paper investigated the current status of SME technology regulation laws in Korea and analyzed the empirical data using survey data on the perception of the regulatory environment encountered by SMEs during their technological innovation activities. In-depth interviews were also conducted using FGI analysis on the task of improving regulations encountered by SMEs in the process of business cycle in specific industrial fields. The analysis results of the paper suggest that the regulatory burdens may vary depending on the type of SMEs, and thus it is necessary to apply regulations tailored to the circumstances of individual companies by enhancing regulatory equity through the introduction of a regulatory differential system. The regulatory policy issues identified through FGI are as follows. First, regulations should be improved in a direction that can respond to the characteristics of recent new technologies and new industries. Second, technological regulation needs to be reformed to revitalize data linkage in the public sector. Third, a systematic support system can solve the problem of regulatory redundancy resulting from the acquisition of multiple certifications in relation to the acquisition of certifications by companies for new technologies. Fourth, it is necessary to closely link the R&D system and the public procurement system.
