규제가 기술혁신에 미치는 영향에 관한 실증분석: 우리나라 제조업 분야기업을 대상으로

본 연구는 규제가 기업의 기술혁신에 미치는 영향을 실증자료를 활용하여 정량적으로 포착하는 것을 목적으로 한다. 구체적으로 한국행정연구원의 산업별 규제지수와 과학기술정책연구원의 기술혁신조사 자료를 활용하여, 우리나라 제조업 분야 기업들을 대상으로 기업의기술혁신 수준에 각 제조업별 규제의 정도가 미치는 영향을 분석하였다. 분석방법으로는 서열로짓분석 및 이항로짓분석을 사용하였다. 분석결과, 제조업 분야별 규제수준이 높을수록해당 부문에 속한 기업들의 기술혁신 활동 및 성과가 저하되는 것으로 나타났다. 이러한 경향은 특정 제조업 부문의 규제저량(stock)보다는 규제유량(flow)에서 더욱 두드러지는 것으로 나타났다. 이와 같은 본 연구결과가 우리나라 과학기술 경쟁력 및 제조업 분야 규제개혁에 주는 시사점은 기업의 기술혁신을 촉진할 수 있는 법·제도적 환경을 조성하기 위한 정부역할의 중요성이다. 특히 매년 규제개혁위원회를 통과한 신설·강화되는 규제들이 얼마나 추가적인 규제부담을 발생시키고 있는지 혹은 폐지·완화되는 규제들이 얼마나 규제부담을 감소시키는지의 대리변수로서 규제유량에 대한 관리가 기업의 기술혁신을 위해서 필수적임을 시사한다. 따라서 제조업 부문별 기업의 기술혁신을 저해하는 법률, 시행령, 시행규칙 등의 해당 규정들에 대한 지속적인 규제품질관리가 이루어질 필요가 있다.
Abstract
This article aims to investigate the impact of government regulation on the business innovation by analysing the case of Korean manufacturing companies. The analytical sample is gathered from the 2012 Korean Innovation Survey data of Korean Institute of Science & Technology Evaluation and Planning and merged with Korean Regulation Index data of Korean Institute of Public Administration. The analysis results show that the technical innovation of manufacturing firms is negatively associated with regulation stringency of manufacturing business. More specifically, the higher level of the manufacturing field’s regulation flow as well as regulation stock may hinder the firm’s innovation activity and performance. The results suggest the importance of regulation reform for promoting innovation of Science & Technology and business.
