혁신형 중소기업에 대한 정부의 행정규제 개선 정책 효과 실증 연구: 기술규제를 중심으로

초록

정부의 기술 규제 정책은 혁신형 중소기업의 혁신활동에서 중요한 외부 환경 요인으로 작용한다. 이와 관련하여 미시적 차 원에서 정부의 행정규제 개선 정책이 기업 활동을 얼마나 개선 하는지에 대한 연구가 필요하다. 본 연구는 보다 정확한 행정규 제 개선 정책의 효과를 평가하기 위해서 기업의 특성에 따라 기 존 규제에 대한 영향 정도를 고려해야 한다고 주장한다. 기존 규제 정책에 대한 영향이 컸던 기업일수록 정부의 행정규제 개 선 정책의 체감 효과가 클 것이기 때문이다. 본 연구의 이중매 개분석 결과에 따르면 소기업으로 구성되어 상대적으로 혁신 투 자 강도와 혁신 성과가 좋은 기업군의 경영 효율성을 정부의 행 정규제 개선 정책이 직접적으로는 30.2%, 간접적으로는 3.4% 만큼 개선시킨 것으로 나타났다. 주목할 만한 부분은 기존 규제 정책의 영향을 통제하지 않은 모형에서는 정부의 행정규제 개선 정책에 대한 효과가 부정적으로 나타났다는 점이다. 이는 기술 규제 영향이 적은 기업들이 적절히 통제되지 않아 분석 결과를 상당히 왜곡시켰기 때문으로 보인다.

Abstract

The government’s regulatory policies serve as an important environmental factor in the firm’s innovation activities. This study argues that the government’s policy of improving regulations, which is closely related to an firm’s innovation activities, should also consider the extent to which different regulatory impacts are dependent on the characteristics of the firm in order to work as intended by the government and produce optimal results. Therefore, a double mediation effect analysis is performed that takes into account the extent of the impact of innovation activities on the laws and regulations of the firm and the effects of the government’s policy on improving regulations. The analysis showed that the double mediation effect had a partial mediation effect that improved the performance of companies belonging to a group of firms carrying out high levels of innovation activities by about 3.4%. It is noteworthy that the analysis, which sets only the government’s regulatory improvement policy as parameters, will have a lower effect on firm performance. However, the analysis of this study shows that the government’s policy to improve regulations has served as a positive effect for firms that are actually benefiting.
