시민사회와 사회적 자본은 그 의미가 다의적이고 추상적일 뿐만 아니라 상충되는관점들이 서로 경쟁한다. 동시에 이들 개념은 가치지향적이다. 한국 사회를 시민사회와 사회적 자본의 관점에서 살펴보는 것은 민주화라는 정치변동, 경제성장과 자본주의의 신자유주의적 재편, 교육투자의 증가 특히 고등교육의 급격한 확산, 가치관 변화에 따른 개인주의의 확대 등 다양한 사회변동이 사회의 질에 어떤 영향을끼쳤는가를 살펴보는 것이기도 하다. 한국 사회가 20세기말 외환위기를 극복하며민주화와 신자유주의화를 동시에 진행한 결과 자율적이고 활발한 시민사회가 형성된 반면, 다른 한편에서는 사회적 신뢰 저하로 시민사회의 기반이 약화되었다. 그동안의 외형적 성과에도 불구하고 한국 사회 시민들의 삶의 질과 전체 사회의 질은크게 개선되지 못하고 오히려 악화되었으며, 의식과 지향 면에서 냉소주의가 강화되고, 사회적 관계는 점점 더 단기적이고 도구화되며, 사회적 조직과 집단은 폐쇄적이고 이기적이고 변하였다. 그 결과 공공성을 추구하기는 점점 더 어려워지고 가치와 현실의 괴리(decoupling)와 경제시스템의 유연화의 결과 높아진 불확실성 하에서시민들은 각자 자신의 살 길을 스스로 찾아나서야 하는 상황에 놓이게 되었다. 그런 의미에서 성숙한 시민사회와 풍부한 사회적 자본은 한국 사회가 그동안의 노력을 통해 이미 이룩한 성과가 아니라 여전히 앞으로 이룩해야 할 과제이다.
Abstract
The concepts of civil society and social capital not only are multifaceted and abstract in their meaning but also allow multiple and contending approaches and perspectives. Examining Korean society in terms of civil society and social capital means evaluating the effects of democratization, economic growth, educational expansion, and value shifts on social quality of Korea. Overcoming the economic crisis at the end of 20th century and pursuing democracy and neo-liberalism brought about autonomous and active civil society in Korea. But at the same time declining social trust has weakened the foundation of civil society. Despite some seeming achievements during the last half century, quality of life and social quality in Korean have aggravated and Korean people have become more cynical and insecure. Social relationships have become more instrumental and short-term, while social organizations have become more exclusive and interest-driven. As a consequence pursuit of public goods has become more difficult and the gap between value and reality has been deepening, which forces Korean people to look for survival chances on their own under increasing socio-economic uncertainty. Mature civil society and affluent social capital are goals to achieve rather than the accomplishment for South Korea.
