이 글의 목적은 우리 국민의 삶의 질과 사회변화를 포착하는 사회지표(social indicator) 체계 개편의 필요성과 그 방향을 탐색하기 위한 것이다. 경제성장이 당연히 국민의 복리 증진을 가져올 것이라는 가정에 의문이 제기되면서, 1960년대 이후 미국을 중심으로 사회지표 운동이 출발하였다. 이후 UN이나 OECD 같은 국제기구에서 사회지표 작성을 권고하면서 각 국가에서는 사회지표의 체계를 마련하고, 이를 활용한 ‘사회보고서(social reports)’나 ‘사회지표’ 보고서를 발간하고 있다. 우리도 1979년부터 ‘한국의 사회지표’를 정기간행물로 발간하고 있다. 하지만, 그 동안 다소 주요 관심사에서 벗어나 있던 삶의 질이나 사회발전에 대한 관심이 다시 국제적으로 고조되면서, GDP를 넘어서 국가발전이나 국민 복리를 측정하는 방법에 대한 연구가 다시 부흥기를 맞이하고 있다. 또한 우리의 ‘사회지표 체계’는 사회적 변화를 반영하여 10년 주기로 개편을 단행하고 있어, 2004년 개편이후 추가 개편의 필요성이 대두되고 있다. 따라서 이 글에서는 최근 새롭게 등장하는 개념적 논의와 국제적 흐름을 살펴보고 향후 사회지표 개편의 방향을 탐색해 보고자 한다.
Abstract
The purpose of this study is to examine the need and directions to improve the social indicator system which taps into the quality of life and social change in Korea. With the criticism against the assumption that economic development would bring the improvement of national welfare, the social indicator movement have been initiated mainly in the U.S. around 1960s. Since then, while international organizations such as UN and OECD recommended to prepare and provide social indicator reports, many countries have provided summary reports in the form of “social report” or “socal indicators” based on their own social indicator systems. Accordingly Korea has published “Social Indicators of Korea” since 1979. With the recent interest on the quality of life and social development, the studies on measuring national development and welfare using other social indicators beyond GDP have emerged. As the Korean social indicator system is upgraded every ten years, it is necessary to examine what the next change should be like since 2004. Thus in this study, we would like to examine recent conceptual and theoretical development on social indicators and to explore the directions to which the current social indicator system should be revised.
