Abstract
The concepts - self determination, social exclusion and social inclusion - have been developed for practical goal to encourage participation of the disabled and expand their choices in society. The study aims to point out the inherent limitation in these concepts and suggest how these concepts can be complemented by the concept of social citizenship in the discourse of civil society. The study, through reviewing various literatures with a critical eye, examined the attributes and evolving process of the given concepts. Self determination, while it emphasizes the autonomy of the disabled, contains the possibility that the determination is confined to individual ability and right decision isolated from the social context. Social exclusion focuses on the causes for unfulfillment of self determination, but it still lacks alternatives in practice. Social inclusion, though it is free from the limitation of self determination and social exclusion, does not provide theoretical elements of social condition and changes required for its achievement. Meanwhile, social citizenship pays attention to the rights that can not obtained through the freedom in economy and politics at the individual level and argues the necessity for social changes at the institutional level. This leads us to consider the agent based concepts of welfare for the disabled can be combined with the structure based approach in social citizenship. This combination is expected to contribute to programatic discourse to enhance the status of the disabled. The level of analysis and references for comparison for social conditions presented in social citizenship opens the possibility to capture the social requirements deficient in self determination, social exclusion and social inclusion.
