Abstract

The citizenship status of persons with disabilities is embedded in relevant institutions and policies in a way that specifies particular qualifications or conditions related to disability. In particular, Act on Welfare of Persons with Disabilities and housing policies encompass not only the right to receive welfare services as a form of social rights but also the meaning of political and civil rights that autonomous individuals hold as members of the community. This study examines Act on Welfare of Persons with Disabilities and housing policies, which form the foundation of disability welfare policies, to analyze the citizenship status of persons with disabilities and its changes. First, persons with disabilities have been positioned as service recipients through the terminology and legislative processes related to disability. Additionally, as the social welfare system was established, persons with disabilities were separated into facility-based social services, limiting their access to and opportunities within the local community. Although disability housing policies have since shifted from a protection-oriented approach to one focused on independence, the guarantee of housing rights has not necessarily led to an expansion of citizenship.
