Paradigm Shift to the Second Phase of Open Regionalism in Latin America: The Growth of the Pacific Alliance

The current paper examines the Pacific Alliance within academic discourse on paradigms of regionalism. By closely investigating the character of the Pacific Alliance, I attempt to explain implications of the Pacific Alliance for paradigm shift of Latin American regionalism. To this end, I ask the following questions: How has regionalism evolved in Latin America? What are the characteristics of the Pacific Alliance? How is the Pacific Alliance related to existing paradigms of Latin American regionalism? I argue that the Pacific Alliance heralded the second phase of open regionalism and reinforced its ideal type in Latin America. The Pacific Alliance appeared to imply a return to open regionalism of the 20th century, but it is not a simple reproduction of the open regionalism of the 1980s and 1990s. Compared to the existing Latin American regional arrangements of the open regionalism that failed to satisfy its ideal type and waned, the Pacific Alliance has come closer to the original ideal type of open regionalism.
