Abstract

In the Americas, Guatemala is a country with a high proportion of indigenous peoples to the total population, ranking only second after Bolivia. Indeed, notwithstanding discrepancy among data, Mayans amount to nearly half of the total population. Nevertheless, indigenous peoples’ movements in Guatemala reveal considerable differences from those in other nations with indigenous-majority populations such as Bolivia and Ecuador. Unlike other Andean countries where indigenous peoples’ movements have developed into political parties and acquired state power or participated in the actual political order, the indigenous peoples’ movements in Guatemala have failed to grow into an actual political force. The present study will examine the growth and stagnation of indigenous peoples’ movements in Guatemala with a focus on comités cívicos electorales, which is an institution unique to the election system in the nation, together with the internal causes. In case of Guatemala, there exist conditions favorable to the success of indigenous peoples’ political parties. However, indigenous peoples’ movements in the country have failed to advance into indigenous peoples’ parties possessing a political weight befitting their population composition. Here, a unique election system called the Civil Electoral Committees has incited organizational and political division within the Mayan people’s movement. Indigenous peoples’ movements have sought to strengthen their ethnic identities in local units through the Civil Electoral Committees, and differences and division among Mayans have become entrenched. Though indigenous peoples’ movements have thus made certain accomplishments in local elections, the lack of unity on a national level can be said to have brought about the division and stagnation of indigenous peoples’ movements.
