이 연구의 목적은 한국의 시민대학 중 대표적인 유형인 지방자치단체 지원 시민대학 운영의 특성을 분석하는 것이다. 이를 위하여 지방자치단체 지원 시민대학의 가장 대표적 사례인 A시민대학의 운영 특성을 시민대학 운영의 원리를 준거로 분석하였다. 이 연구의 주요 연구결과는 다음과 같다. 첫째, 정치성 측면에서는 ‘지방자치단체의 안정적 행·재정적 지원’과 ‘지방자치단체의 정책에 좌우되는 운영’이라는 특성이 나타났다. 둘째, 지역중심성 측면에서는 ‘지역 특성을 반영한 강좌제공 및 지역 평생교육 네트워크 형성 노력’과 ‘지역 평생교육기관 간 갈등 형성’이라는 특성이 나타났다, 셋째, 전문성 측면에서는 ‘운영인력의 전문성 확보 노력’과 ‘운영과정에서 전문성 발휘 어려움’이라는 특성이 나타났다. 넷째, 개방성 측면에서는 ‘개방된 평생학습의 장’과 ‘개방적 운영의 현실적 어려움’이라는 특성이 나타났다. 마지막으로 다양성 측면에서는 ‘다양한 분야와 방법으로 평생교육 프로그램 운영’과 ‘방대한 강좌로 인한 지역 평생교육의 블랙홀 현상’라는 특성이 나타났다. 이러한 연구결과를 바탕으로 지방자치단체 지원 시민대학의 종합적인 특성을 분석하였다.
Abstract
The purpose of this study was to analyze the operational characteristics of local government-supported citizens universities, which is the most representative type in Korea. For this purpose, the principles of operation of Citizens University ‘A’, which is one of the most representative examples, were analyzed. The main results were as follows. First, regarding the political aspect, the characteristics of ‘stable administrative and financial support’ and ‘management dependent on policies of the local government’ were identified. Second, regarding regional-centricity, the characteristics of ‘work to develop regional networks and provide programs that reflect regional characteristics’ and ‘conflicts between local institutions’ were discovered. Third, concerning professionalism, the characteristics of ‘work to ensure staff professionalism’ and ‘difficulties in exhibiting professionalism during the management process’ were found. Fourth, concerning openness, the characteristics of ‘a place for open lifelong learning’ and ‘difficulties of open management’ were revealed. Lastly, regarding diversity, the characteristics of ‘manage programs in diverse fields and ways’ and ‘black holes of regional lifelong education owing the broad management of programs’ were discovered. Based on the results of this study, the comprehensive characteristics of local government-supported citizens universities were analyzed.
