성별영향평가가 2002년 12월 「여성발전기본법」개정으로 도입되고 2006년 「국가재정법」의 성인지 예산이 제도화되면서 성인지 예산제도와 성별영향평가의 연계 문제가 대두되고 있다. 특히 2011년 「지방재정법」상에 지방자치단체의 성인지 예산제도가 2013년부터 도입되면서 양 제도 간의 연계의 중요성은 더욱 커지고 있다. 현재 성별영향평가는 여성가족부가, 성인지 예산제도는 기획재정부가 담당하고 있기 때문에, 부처 간의 공조 문제 뿐 아니라 제도화의 방향에서도 아직 구체적인 제도의 정착이 이루어지고 있지 못하다. 특히 2013년 지방자치단체에서의 성인지 예산제도가 시행되기 위해서는 성별영향평가와 성인지 예산제도의 연계 문제는 많은 부분에서 협의가 이루어져야 할 것이다. 본 논문에서는 이러한 문제점을 인식하고 성인지 예산과 성별영향평가의 연계방안을 찾고자 한다. 이를 위해 성인지 예산제도의 개념을 설명하고 성인지 예산과 성별영향평가와의 관계를 다른 나라의 성인지 예산의 제도화를 통해 살펴본다. 마지막으로 성인지 예산의 거버넌스를 검토한 후 대안을 제시하고자 한다.
Abstract
At the Beijing Women’s World Conference in 1995, An agreement was reached that policy initiatives for the future should be evaluated. Consequently, the importance of policy analysis on gender-perspective has been emerging as an issue. Gender-mainstream signifies that gender-perspective is unified to all processes to reach gender equality; and gender budget analysis applies this gender-perspective to the analysis of government revenue and expenditure. A basic premise of this analysis is that public policy has an influence on men and women differently. Therefore, a gender budget analysis not only examines the budget allocated for women, but also makes the entire budget the subject of analysis. A gender budget analysis can be carried into effect in various governments. In Korea, a Gender Impact Assessment and a Gender Budget were institutionalized by the government, the Ministry of Gender Equality and the Ministry of Strategy and Finance. In this paper, the connection between the Gender Impact Assessment and the Gender Budget is studied. It is argued that such an analysis is necessary to develop gender equality in all of governmental policy.
