Abstract
· Research topics: This study diagnoses the decentralized management system of extracurricular programs at S University and develops a step-based integrated management model (Center-based→Competency-based→Integrated Management) for qualitative improvement. It also outlines essential organizational, operational, and human resource strategies based on the proposed model. · Research background: Although universities emphasize strengthening core competencies, extracurricular programs are still run independently by departments, causing duplication and inefficiency. This fragmentation weakens alignment with the university’s competency framework and restricts students’ development to partial experiences. It also hinders the practical internalization of knowledge emphasized in experiential learning theory. Therefore, restructuring extracurricular programs around core competencies and establishing an integrated management system are essential to improving educational quality. · Differences from prior research: While earlier studies mainly focused on system implementation or performance measurement, this study presents an integrated management framework encompassing organizational structure, operations, personnel, and data. Its key contribution lies in structuring the planning–operation–evaluation–feedback cycle into a step-based model, offering a sustainable university-wide approach to integrated extracurricular management. · Research method: A qualitative case study was conducted through literature analysis and in-depth interviews at S University, a small- to medium-sized private university in Gangwon Special Self-Governing Province. Six stakeholders—policy administrators, practitioners, and student participants—were interviewed. Based on the analysis, S University’s extracurricular management was categorized into three stages: (1) Center-based Operation, (2) Competency-based Operation, and (3) Integrated Management. · Research results: Findings indicate that S University’s department-centered structure has led to program duplication, administrative inefficiency, and inconsistent performance management. Based on this, the study proposes a three-stage model: ① Center-based, ② Competency-based, and ③ Integrated Management. The third stage unifies programs, departments, and personnel through a competency-centered collaboration system and a data-driven feedback mechanism, establishing a comprehensive management framework. · Contribution points and expected effects: This study presents a practical model for a core competency–based management system for extracurricular programs that moves beyond basic system integration. The model is expected to enhance educational quality and support learner-centered management. The three-stage model derived from the S University case offers broader implications for improving extracurricular management across institutions, including small- and medium-sized universities, and serves as foundational data for future system development.
