‘민주적 돌봄’ 관점에서 본 지방자치단체의 가족정책에 대한 고찰: 서울시 사례를 중심으로

본 논문은 중앙정부와는 다른 결을 만들어내고자 했던 한 지방자치단체의 새로운 시도로서의 가족정책을 규범적 분석 방법론을 활용하여 분석하였다. 구체적으로 본 논문은 트론토(Tronto, 2014)가 제시한 자유, 평등, 정의의 개념을 접목하여 만들어낸 ‘민주적 돌봄’ 관점을 서울시 가족정책에 적용하여 분석하였다. 연구결과, 첫째, 돌봄 정책에 있어서는 국가의 공공성을 높이고 남성의 참여, 지역주민들의 공동 참여를 모색하려는 노력이 보였으며, 둘째, 일가족양립 정책에서는 일과 생활의 균형을 모색하는 노력이 있었으나 프로그램에 머무르는 한계가 보였다. 종합하면 해당지자체의 가족정책은 민주적 돌봄 관점의 정책지향을 하고 있는 것으로 평가되었다.
Abstract
The present study examined family policies of a local government, Seoul City, from 2013 to 2016 that made a new effort compared with the central government using normative approach. This study analyzed family policies on democratic care perspectives of freedom, equality, and justice that Tronto(2014) suggested as important values for a sustainable society. This article suggests a possibility that family policies of a local government can be differently applied and reconstructed in accordance with the framework. The results indicate as follows: first, with regard to care policy, the local government made an effort to increase the publicity of child care, fathers’ participation in child care, and reciprocal relationships of residents in the local community. Second, in case of work-family balance policies, the local government has developed programs to support work-family balance for dual-income families. However, the programs are limited. In sum, the local government has pursued for family policies of democratic care perspectives so that all citizens have rights to care or care not for, and receive care from without any distinction as to gender, age, family sizes, or income level.
