DEA를 이용한 노인요양시설의 효율성 평가와 효율성 영향요인에 관한 연구

본 연구는 DEA를 이용하여 노인요양시설의 상대적 효율성을 평가한 후, 효율성에 영향을 미치는 요인을 분석하였다. 분석결과, 노인요양시설들 중에는 효율적으로 운영되는 시설부터 비효율의 정도가 심한 시설까지 다양한 분포를 보이고 있음을 확인하였다. 효율성 영향요인 분석에서는 입소정원, 시설유형, 간호(조무)사 비율, 요양보호사 비율, 사회복지사 비율, 후원금(법인전입금) 비율이 효율성에 영향을 미치는 요인으로 나타났다. 즉, 병설시설일수록, 입소정원이 클수록, 전체 종사자 중에서 요양보호사, 간호(조무)사, 사회복지사가 차지하는 비율이 각각 높을수록, 수입에서 후원금(법인전입금)이 차지하는 비율이 높을수록, 효율성이 높은 것으로 분석되었다. 이러한 연구결과를 바탕으로 개별 노인요양시설 차원에서의 효율성 제고방안과 정책적 차원에서의 개선방향 모색 및 정책적 함의를 제시하였다.
Abstract
Through an empirical analysis, the principal purpose of this study was to get factors which influence an efficiency after evaluating the efficiency level and properties of elderly care facilities from different angles. The major analysis results are as follows:First, as a result of evaluating the efficiency through DEA in the first step, there was various distribution from facilities being operated efficiently to inefficiently ones between the elderly care facilities. Second, in the analysis of the efficiency influence factors of the second step, it was showed that the number of people admitted among the facility characteristics had the highest influence on the efficiency. It was showed that the number of people admitted and the efficiency were in a static relationship. Established facilities had higher efficiency than unitary ones in the facility types and the ratio of nurses, care workers, social workers and donation(corporation transferred money) had influence on the efficiency. All of them were in the static relationship. In other words, it was analyzed that the more the ratio of care workers, nurses, social workers respectively and the donation(corporation transferred money) from income were high, the more the efficiency increased. In comparison to facility properties and operation factors, competition factors had not influence on the efficiency, so it suggested that the efforts of efficiency improvement in the long-term care facilities were preferentially necessary. It is judged to review improvement directions of more concrete policy and measures in relation to the whole efficient operations of Act on Long-Term Care Insurance for the Aged and efficient operations of individual long-term care facilities in terms of efforts to improve efficiency of each long-term care facilities along with policy.
