신자유주의 세계화는 사회주의를 21세기의 현실 대안으로 고려하게 만든다. 자본의 위기를 자본의 외적 팽창을 통해 해결하려는 신자유주의 세계화는 100년 전의세계화 운동, 즉 고전 제국주의와 마찬가지로 전 세계적 위기의 시대를 낳고 있기때문이다. 이 위기를 극복하려면, 자본주의를 넘어선 새로운 사회를 건설하려는 국제적 운동, 즉 사회주의 운동이 필요하다. 우리 시대의 사회주의는 신자유주의의 공세에 맞서서 대중들의 사회적 능력을배양하는 데 앞장서야 한다. 이를 위해서는 첫째, 기본소득제도 등 21세기형 보편적복지를 구축해야 한다. 기본소득제도를 도입하면, 공식 경제와는 구별되며 자유 시간과 공동체적 인간관계를 서로 결합시키는 연대 경제권이 등장하게 된다. 둘째, 시장의 지배를 넘어선 경제 체제를 구축해야 한다. 이 글은 그 유력한 대안으로서P. 데바인의 ‘참여 계획’ 모델을 검토한다. 참여 계획 모델에서는 시장이 아니라 대중의 참여와 협상 조정이 주된 조절 메커니즘으로 작동하게 된다. 셋째, 좌파 정부의 급진적 개혁이 민중 자치‧민중 권력의 수립으로 발전해야 한다. 이 글은 이상의논의를 새로운 사회주의 논의의 출발점으로 제시한다.
Abstract
The neo-liberal globalization makes us consider socialism as the vital alternative in th 21st century. Because the neo-liberal globalization, trying to settle the crisis of capital by the outward expansion of capital, is bringing about an era of worldwide chaos. In order to overcome such possibilities, there should be the international movements toward a new society beyond capitalism, i.e. socialist movements. Against the neo-liberal offensives, above all, the socialist movement in our times should develop social capabilities among working people. Thus, first of all, it should establish a universal welfare regime suitable for the 21st century, such as basic income, etc. If the basic income scheme will be introduced, it’ll lead to emerging of the solidarity economy sector, different with the official economy sector and combining free times with commune-like human relations. Secondly, it should establish an economic system beyond the domination of market forces. As a powerful alternative, this essay examines the ‘participatory planning’ model proposed by P. Devine. In this model, the main mechanism of regulation is not market forces but popular participation and negotiated coordination. Thirdly, the radical reforms of left governments should lead to emerging of popular self-governing and people’s power. These arguments could be the starting points for new discussions on socialism.
