2016년 겨울의 촛불은 전 세계적으로 ‘자유민주주의의 위기’가 공공연히 회자되던 시점에 ‘민주주의의 복원’을 주장한 대규모 시위라는 점에서 의의가 크다. 현대자유민주주의의 위기는 신자유주의 시대의 도래와 더불어 민주주의의 헤게모니가자유주의의 헤게모니로 대체된 역사적 과정을 배경으로 한다. 2016년 촛불은 반민주적인 박근혜 정권의 퇴진을 넘어 신자유주의 한국 사회의 근본적인 개혁을 요구했다. 그러나 촛불의 힘으로 탄생한 문재인 정부는 집권 2년차에 접어들면서 점차촛불의 요구와 괴리되기 시작했다. 이는 자유주의 정권이라는 문재인 정부의 한계가 촛불로 분출된 민주주의의 요구와 탈구되기 시작했음을 의미한다.
Abstract
The Korean candlelight protest of 2016 took place when the crisis of liberal democracy was a buzzword in world politics. Its historical significance lies in the fact that it restored democracy in South Korea in the amidst of populist upsurge in other countries. The crisis of liberal democracy is a result of liberal hegemony within it, which substituted the previous democratic hegemony with the advent of the neoliberal era. The 2016 candlelight protest thus demanded not only the resignation of an undemocratic ruler but the retreat from neoliberal doctrines. The resulting Moon administration, however, began to estrange itself from this fundamental demand, owing to its limitation as just another liberal government. As a result, there is a disjunction between liberalism and democracy.
