이 논문은 기본소득의 재원으로서 화폐에 주목하여 통화정책을 통한 기본소득의실현 가능성에 대한 최근의 이론적 가능성을 모색한다. 2008년 금융위기 이후 불황기 통화정책의 무력화 속에서 나타나는 새로운 이론적 논의로서의 비전통적 통화정책인, 양적 완화 정책을 소개하고, 이 논의의 발전 과정에서 헬리곱터 머니를 규정하고 세 가지로 유형화한다. 이어서 양적 완화와 연계된 헬리곱터 머니를 활용하여기본소득의 재원 문제에 대한 대안을 찾아보고자 한다.
Abstract
This article explores the theoretical possibilities of finding financial resources for a basic income policy through implementing an unconventional monetary policy. Since the financial crisis of 2008, and even before this in Japan, many countries including the U.S and in the E.U. adopted Quantitative Easing to solve the malfunctions of conventional monetary policy. The latter has been understood by Friedman as a form of helicopter money. Three types of helicopter money, such as indirect fiscal finance, direct fiscal finance and government money, could be a financial resource for implementing a basic income policy.
