‘유비쿼터스 도시’의 출현과 대안적 도시인문학의 과제

현재 세계는 미국발 금융 위기를 매개로 지구적으로 확산된 카오스적 요동 상태에 처해 있다. 카오스적 요동이 커질수록 ‘나비효과’ 역시 커질 수 있다. 미국을 위시한 선진자본주의 국가들은 NBIC/GNR 형태의 학문 간 융·복합을 통해 공간-기술-사람을 연결하는 ‘유비쿼터스 도시’ 네트워크 구축이라는 새로운 축적전략을 위기 극복을 위한 ‘나비 효과’로 채택하고 있는 듯하다. 한국도 2008년 9월 관련 법률 시행령이 공포되어 그간 전국적으로 추진해온 40여 개 신도시 계획을 유비쿼터스 도시계획으로 전환하는 작업을 시작하고 있다. 이 계획은 향후 학문 간, 기술 간, 기업 간 융·복합을 통한 전국적 공간 조정의 테스트베드가 될 것이다. 이 과정에서 나타날 공간-사물-사람 간의 미시적 관계와 전체 학문의 지형 변화 및 거시적인 문화적·정치경제적 지형 변화를 가늠하는 데 도움이 될 인식 지도 그리기가 시급한 형편이다. 이 글은 유비쿼터스 도시 계획의 내용과 성격 분석을 통해 새로운 축적전략인 ‘유비쿼터스 사회’에 내재한 대안적 이행의 길의 모색(데이비드 하비의 변증법적 유토피아주의)에서 중추 역할을 할 대안적 학문 간 융·복합 연구의 촉매제로서의 대안적 도시인문학 연구의 실마리를 끌어내려는 ‘가추법 적인’ 시론이다. 가추법은 현실의 특정 사례로부터 그 발생의 원인과 미래의 개연성을 가설과 추론을 통해 가늠하는 ‘과학적 발견’의 방법이다. 필자는 ‘유비쿼터스 도시’ 계획 과 그 기반이 될 학문 간 통섭 연구가 21세기 세계 자본주의 위기 극복의 분기점의 향방을 가늠할 새로운 역사적 프로젝트라고 본다. 이 프로젝트의 중요한 특징은 과거에는 허구에 불과했던 ‘SF 영화’의 시나리오를 컴퓨터 시뮬레이션한 결과를 토대로 가상공간과 물리공간을 실시간으로 결합하여 제3공간을 만들어내려는 ‘신문명’ 건설이라는 점에 있다. 최근 신도시 계획에서 스토리텔링이 중요해지는 이유가 여기에 있고, 대안적 도시연구에 문학과 영화와 여타의 모든 예술을 포함하는 통섭형 인문학 연구가 새롭게 결합할 수밖에 없는 이유도 여기에 있다. 도시공간의 새로운 생산과 재구성 과정의 대안적 설계를 제안하고 논의해 나갈 수 있도록 ‘도시인문학’ 자체의 융·복합화 과정을 통해 예술과 학문 전체의 대안적 통섭 네트워크의 프로토콜을 만드는 일이 시급하다.
Abstract
Now, the whole world has begun to enter into global chaotic turbulence detonated and expanded by American financial crises. More larger chaotic turbulence, more larger ‘butterfly effect’. Advanced capitalist states with USA. seems to adapt a new accumulation strategy as such ‘butterfly effect’, of which focus is to construct new networks of ‘Ubiquitous City’ where the consilience of technologies such as NBIC/GNR is expected to connect space-technologypeople into online network. In Korea also, new government has begun to change the existing 40 new-city plans into ‘U-City Plan’ because the enforcement ordinance of ‘U-City Plan’ was officially proclaimed on Sept. of 2008. This Plan will be an important testbed for future nationwide remodelling of space through complex convergence between knowledges, technologies, and industries. In these context, it’s urgently necessary to make a cognitive mapping of rapid macro changes of political-economical-cultural topography mediated by micro changes of spaces-things-peoples relationships with changes of relations of scientific knowledges. This paper is an ‘abductive’ essay to analysis new contents/characters of ‘U-City Plan’ and find a clue of alternative urban studies as a catalyst to stimulate alternative consilience of scientific knowledges which will be a key guide toward alternative transitional way(for example, dialectical utopianism of David Harvey) which may be immanent in the new capitalistic strategy of accumulation such as ‘ubiquitous society’. ‘Abduction’ is a scientific method to estimate generic reasons and future probability from inference of a special existing cases. Through such abduction, I will infer that ‘U-City Plan’ with complex convergences of knowledge will be a new historical project to determine the direction of near-future bifurcation of 21th chaotic world capitalist systems. One of the important traits of this new project seems to be construction of a new civilization as third space which will be made by real-time connection of electronic space into physical space through computer simulation of ‘SF’ scenarios which was considered as only a fictional entertainment. In this connection, storytelling has been more important in ‘New-City’ planning, and it’s necessary to combine consilience of humanities-literature-cinema studies with alternative urban studies. By way of these consilience, we should have to urgently to produce a protocol of alternative consilience of not only urban studies but also whole scientific knowledges in order to propose and discuss alternative design of production and reproduction of new urban spaces.
