‘11월 시민혁명’, ‘광장’과 대의제를 생각한다

이 글은 최근의 박근혜 게이트와 ‘11월시민혁명’을 통해 광장과 대의민주주의를 다시 생각해보는 데 그 목적이 있다. 직접민주주의를 중시하는 마르크스주의의 전통에도 불구하고 현대사회 들어 대의민주주의는 유일한 대안으로 특권화되어왔다. 그러나 박근혜 게이트는 민의를 대의하지 못하는 대통령과 국회 등 대의민주주의의 실패와 한계를 웅변적으로 보여주고 있다. 촛불과 광장은 이를 넘어서는 직접민주주의의 힘을 보여준 것으로서 직접민주주의는 새로운 공화국의 중요한 부분이 되어야 한다. 특히 이 직접민주주의는 ‘운동 내의 대의제’와 대리주의도 해체하고 있다는 점에서 주목할 만하다. 이번 게이트는 ‘박정희 체제’와 ‘87년 헌정 체제’(제왕적 대통령제), ‘97년(신자유주의) 체제’의 결과이다. 따라서 직접민주주의를 극대화하는 방식에 의해 이 세 체제를 해체해야 한다. 사드 배치 등 광장이 선정한 박근혜정권 ‘6대 적폐’ 등 그간의 문제들을 정책과 인적으로 해체해야 한다. 87년 헌정 체제 역시 기본권 강화, 권력 분산과 결선투표제 도입, 독일식 비례대표제 도입, 투표연령 인하, 초계급적 지역정당 체제의 혁신 등을 중심으로 민주평등연대의 새로운 공화국이라는 측면에서 넘어 서야 한다. 마지막으로 이번 사태의 심층에는 ‘헬조선’이 자리 잡고 있다는 점에서 노동자경영참여 등 시장과 재벌에 대한 노동자들과 사회적 통제를 통해 97년 체제를 넘어서야 한다.
Abstract
In the modern world, representative democracy is treated as the only form of democracy. However, the Park Geun Hye scandal in South Korea showed its dramatic failure, and the November citizens’ revolution triggered her impeachment with the power of direct democracy. With that power as a central part of a new republic, South Korea must also dismantle three regimes: the Park Chung Hee regime, the 1987 constitutional regime and the 1997 neoliberal regime that caused the scandal.
