한국의 복지정책에 대한 여성 가구주의 주관적 인식 연구 - 신빈곤층을 형성하고 있는 여성 가구주의 복지정책에 대한 인식을 중심으로 -

초록

본 연구는 신빈곤층의 빈곤위기를 해소하기 위한 한국의 복지정책의 방향을 모색하는 과정에서 대표적인 신빈곤층을 형성하는 여성 가구주의 복지정책에 대한 인식현황을 PQ Method 2.11 프로그램 통해 살펴보았다. 여성 가구주의 복지정책에 대한 인식은 P 표본을 주축으로 하는 요인분석과 반구조화 질문을 통해 분류하였다. 그리고 복지정책에 대한 인식은 연구참여자가 현재 느끼고 있는 경제적/비경제적 문제와 문제해결 태도 그리고 문제해결에 어려움을 느끼는 장애요소와 국가의 복지정책에 대한 인식을 중심으로 4가지 유형으로 분류하였다. 유형 1은 《자립을 위한 노력형-노동시장의 변화 요구형》, 유형 2는 《국가의 복지정책에 대한 개선 요구형》, 유형 3은 《국가의 복지정책에 의지형》, 유형 4는 《무기력형》이다. 이들 유형이 지닌 공통점은 여성이 경제활동을 하는 데 주요 부담으로 작용되는 가족의 돌봄과 양육 부담을 국가가 경감시키는 복지정책을 필요로 하였다. 그리고 노동시장에서의 경쟁력을 강화하기 위한 적극적 노동시장 정책과 최저임금의 상승 등이 필요함을 시사하였다.

Abstract

This study looked at through a recognized status for the welfare of the poor female - headed god in the process of forming a representative to seek the direction of Korea's welfare policies to address the crisis of poverty, poor renal program PQ Method 2.11. Awareness of the welfare of the female head of household was classified by factor analysis and semi-structured questions to the spindle the P sample. And it was typed into four through recognition and awareness of the welfare policy of Korea. In addition, the awareness of participants felt that the current problems(economic/non-economic) and problem -solving attitude and the difference in perception of barriers to feel difficulty in solving the problem was centered on a typed into four . Type 1 is “struggling to form independent economy-changing needs of the labor market type” Type 2 “welfare state-type policies are required to be improved”, Type 3 “rely on welfare policy of the state”, type 4 is “helpless type.” These types are common with women were a family of caring and nurturing burden acts as a major burden to the economy requires a welfare state to mitigate. And the rise of the minimum wage and active labor market policies to strengthen the competitiveness in the labor market is needed to suggest.
