Abstract

This study analyzes similarities and differences between counselors and police officers in the process of cooperating and collaborating together for the victims of sexual assault. More specifically, this study compares in-depth interview results as to what the role perceptions and expectations about themselves and their counterparts are, what difficulties they experience in working together in the process of collaborating, and how they overcome the difficulties in due course. The study has found that both groups perceived the counselor’s role as providing therapeutic and psychological support for the victims to overcome their victimization, but the counselors perceived their role as more diverse than the police officers. The differences in expectation toward the counterparts were found. Police officers expected that the counselor’s work would be helpful for their investigation. Both groups recognized the role of the police officers to investigate the criminal case, to arrest the offender, and to prevent recurrence and occurrence of the offence. The differences in expectation toward the counterparts were also found. counselors expected that police officers could protect the victims and prevent the secondary victimization. Both groups in general reported difficulties in their communicative dealings with sexual violence due to the differences in philosophy, training, language, and service practice. Finally both groups suggested a cross-professional system of information share, more effective communication channels and a better system of collaboration in order to overcome the forementioned difficulties. Based on the findings, this study makes a number of practical recommendations: to establish an effective cross-professional communication channels; to increase the level of collaboration and mutual understanding between police officers and counselors; to increase the awareness for the dual responsibilities(legal and care); to enhance gender-sensitiveness; to establish a better system of support and collaboration between the police officers and counselors.
