공인인증서 수요 결정요인 도출을 통한 영향력 분석

본 논문에서는 지금까지 공인인증서 발급에 영향을 미쳤던 수요요인을 분석하고 요인들 간의 상호관계성을 개인용 및 법인용 공인인증서 시장으로 나누어 회귀분석을 실시하였다. 공인인증서 수요에 독립적인 영향을 미치는 요인으로 공인인증서를 사용하는 서비스 가입정도, 공인인증서를 이용하기 위한 제반 시설 및 환경, 정책변수 등을 들 수 있다. 분석결과 개인용 공인인증서의 경우 공인인증서의 서비스 가입정도를 나타내는 인터넷뱅킹 가입자수는 영향을 미치지 않았으며, 공인인증서를 이용하기 위한 제반 시설 및 환경요인으로 초고속인터넷 가입자수는 어느 정도 영향을 미치는 것으로 나타났다. 법인용 공인인증서의 경우 공인인증서서비스 가입정도로 조달청 가입업체 수는 상당히 유의미한 영 향을 미치고 있는데 비해 인터넷뱅킹은 영향을 미치지 않았음을 알 수 있었다. 개인용 및 법인용 모두 2가지 공인인증 서 정책효과는 모두 상당히 유의미한 영향을 보였다.
Abstract
This paper is intended to perform regression analysis of certificate demand function in consideration of subscription to certificate-requiring services, overall infrastructure and environment where the certificate is used and policy variables as factors having independent influences on demands for certificates. The regression analysis concluded that the number of Internet banking subscribers indicating the level of subscription to certificate-mandatory services did not influence issuance of personal certificates while the number of high-speed Internet connection service subscribers influenced it to a certain extent as technical infrastructure influencing use of certificates. As for corporate certificates, the number of suppliers registered with the Public Procurement Service had a significant influence on issuance of certificates while Internet banking did not. Government policies influenced issuance of both personal and corporate certificates quite significantly..
